Submitting is not enough.
Submitting to 1000's of search engines and link lists is

The companies who promote these services know that people
make buying decisions based on QUANTITY! They assume small
business people think like this: "Well, I can submit my
site to 300 search engines for $19.95, but this other company
will submit me to 1600 search engines, link sites and award
sites for $39.95 - more is better, right?"
NO. The only thing this will accomplish is placing you on
thousands of e-mail spam lists.

Search engines determine your site's rank based on where
you place your "keywords."
In analyzing your Web page's
keyword content the
search engines usually evaluate:

Where and in what HTML tags keywords are found, matters
a great deal in determining a site's relevancy.
Different search engines have different priorities.
For example, Infoseek will rank a page higher that has keywords
in HTML links. Excite doesn't even count keywords found
in meta tags, HotBot isn't too concerned with keywords found
in the site's <TITLE> tab - but the <TITLE>
tag is THE most important tag for most search engines.

What you do to increase your rank in one search engine will
often result in your site being ranked lower by another.

5. When in doubt, analyze what other web sites have done
to achieve top rankings, and model your pages after top
ranking pages for your target keywords.
Did you know you can literally view the HTML code that makes
up any other web site by using the "page source" command
found under the "view" pull down menu in any browser? Sneak
a peak behind other TOP ranking pages and see where they
placed their keywords and keyword phrases. In theory, you
can increase the prominence, frequency and keyword weight
of your document to out rank theirs...
but not always.
